The Fugitive Task Force is called to Pennsylvania to hunt down two gunmen, 17-year-old and his accomplice Harris Folger , who are on a violent shooting spree. The duo targets people they believe have "oppressed" them, fueled by desperation and rage stemming from heavy losses during the early months of the pandemic—Folger lost his wife and job, while Kyle lost his father.
